It's an old bug where you have to actually contact the GM.

As your doing the quest after quest reset if your PK points fall below 50, it will reset to 300, atleast it did in IGG. Here I had 3 3rd reborns with a issue with reborn though, but they were able to choose their next reborn, but then I get a message "reborn processing error", if you chose a race there's a chance you can go back to elder and then back to marshal to reborn(it may surprise you though by kicking you off to account login screen...).

The only one game where reborning a char is a downgrade.
